I. About the registration application of overseasmanufacturers of imported food and enterprise information inquiry
(1) Registration system login and information inquiry of overseas production enterprises.
The registration management system of overseas manufacturers of imported food (hereinafter referred to as the "Registration System") is accessed at https://cifer.singlewindow.cn/, or is avAIlable through the China International Trade Single Window (https://www.singlewindow.cn/) Portal-registration Management System for overseas manufacturers of imported food.
Overseas manufacturers of imported food which finished registration can inquire about the registration number, validity period and other information in China on the official website of the General Administration of Customs or on the Registration System.
(2) Registration application of overseas manufactures.
In addition to those otherwise agreed by the relevant overseas competent authorities and the General Administration of Customs of the People’s Republic of China (GACC) on the application methods and application materials, the 18 categories of overseas manufacturers of imported food listed in Article 7 of the Registration Provisions shall allocate the Registration System account by the country/region and submit the application through the registration system. The Registration System account of the overseas competent authorities shall be distributed by the GACC. Other overseas food production enterprises other than 18 categories listed in Article 7 of the Registration Provisions shall apply for their Registration System account and submit the application according to the Registration System process.
II. Inquiry on the number of product categories and commodity numbers involved in the registration of overseas production enterprises
The registration of overseas manufacturers of imported food involving the categories of products, the corresponding commodity number (HS code) and inspection and quarantine name (inspection and quarantine code), can log in the registration system to query: home page menu-product category query.
III. Guidelines for the Registration of OverseasManufacturers of Imported Food
The guide for the registration and handling of overseas manufacturers of imported food and relevant accessories can be refer to the "Internet + Customs" guide column of the GACC- Administrative Examination and Approval-the Registration of Import Food Production Enterprises on the website of the GACC.
IV. Import declaration of imported food overseas production enterprises
For the food shipped in China from January 1,2022, the registration number shall be filled in in China in the certificate column of "Registration of Overseas Manufacturers of Imported Food" (License Category Code 519) under the "Product Qualification" of the Customs Declaration Form. In the customs declaration for imported food of the 2020 version, it shall choose "Imported Food Overseas Production Enterprise" in the "Other Enterprise Category" Column under "Other Enterprises", and fill in the registration number of the enterprise in China in the column of "Number or Enterprise Name". If the declaration fails to fill in according to the required specifications, the Chinese customs will not accept the declaration. 五、关于注册编号标注及包装标签标识
V. About the registration number labeling and packaging label identification
The food exported to China produced from January 1,2022 shall be marked on the inside and outer packaging of the food or the registration number approved by the competent authorities of the country/region.
The requirements of the Food Safety Law on packaging, labeling shall be applicable to the food produced from January 1,2022; the food produced before January 1,2022 shall be applicable to the original requirements. 六、关于注册有效期
The registered qualifications of the overseas manufacturers of imported food that have been registered before shall continue to be valid. The registered manufacturer shall apply for the continued registration in accordance with the relevant requirements of Article 20 of the Registration Provisions within 6 to 3 months before the expiration of the registration validity period. If the manufacturer fail to apply for continued registration as required, the GACC will cancelled it. 七、关于费用
