目前，中国将强化外防输入的四大措施有四个：

一、进一步严格口岸边境管理。

在空港口岸，对境外航班实施专区查验，严格入境人员出入境的检查，严密进出口岸管理区人员的查验管理。

中国还将在海港口岸，严格国际航行船舶及人员的管理措施，实施非必要不登陆、不登轮、不搭靠的管理措施；在陆地口岸，严格执行客停货通的政策，实行严格的出入境管理和防疫管理措施，在边境一线保持最高等级防控，严密巡查防控，严把边境国门。

二、严格限制非紧急、非必要的人员跨境流动。

进一步加强宣传引导，从严审批签发公民出入境通行证件，对非必要、非紧急出境事由，暂不签发普通护照等出入境证件。

三、严厉打击跨境违法犯罪活动。

深入开展打击妨害国（边）境管理犯罪专项斗争，严查严打组织偷私渡违法犯罪活动，严惩偷渡引带人员，坚决防止疫情由非法入境人员输入境内。
We will carry out a special campaign to crack down on crimes that hinder national (border) border management, strictly investigate and crack down on illegal and criminal activities of organizing illegal immigration, severely punish people who lead illegal immigration, and resolutely prevent the epidemic from being imported into China by illegal immigrants.
四、加强与周边国家和地区的执法合作。
4. Strengthen law enforcement cooperation with neighboring countries and regions.
通过与陆地毗邻国家和地区的边防、出入境、移民管理部门开展联合巡逻、联合执法，强化边境管理区的管理，共同打击非法越境等违法犯罪活动。
Strengthen the management of border management areas and jointly crack down on illegal and criminal activities such as illegal border crossing through joint patrols and law enforcement with the border defense, entry-exit and immigration management departments of land adjacent countries and regions.
为保护人民身体健康、生命安全，防止疫情通过出入境渠道传播，国家移民局建议民众取消或推迟非紧急、非必要的出国出境旅行安排。

这就意味着，大家现在申办护照等出入境证件可能会遇到困难。不过，移民局也强调不会 “ 一刀切 ”，并证实以下三种情况将不受影响：

对申请赴境外留学、就业、商务等确有需求的人员及时受理，经审核属实后，签发出入境证件。

尤其是对参加国际防疫抗疫以及因为企业复工复产需要出入境的中国公民，还将主动提供优先受理审批以及24小时加急办证服务。
In particular, for Chinese citizens who participate in international epidemic prevention and anti epidemic and need to enter and leave the country because of the resumption of work and production of enterprises, they will also take the initiative to provide priority acceptance and approval and 24-hour urgent certificate processing services
所以，这三类人在申办出国的出入境证件时，只要提供真实的学签文件、学校录取通知、在读证明等文件就可以得到受理。大家不用担心出国计划受影响啦！
