外籍投资者申请中国永居 Foreign investors applying for permanent residence in China
申请条件：
Application requirements.
凡符合以下条件之一且纳税记录良好的外国人，可以申请在华永久居留：
Foreigners who meet one of the following conditions and have good tax records may apply for permanent residence in China.
在国家颁布的《外商投资产业指导目录》鼓励类产业投资合计50万美元以上；
Investment of more than US$500,000 in aggregate in industries encouraged by the Catalogue for the Guidance of Foreign Investment Industries promulgated by the State.
（2）在中国西部地区和国家扶贫开发工作重点县投资合计50万美元以上；
Investing a combined total of US$500,000 or more in western China and key counties in the country's poverty alleviation and development efforts.
（3）在中国中部地区投资合计100万美元以上；
Investing a combined total of US$1 million or more in central China.
（4）在中国投资合计200万美元以上
Investments in China totalling US$2 million or more (4) Investments in China totalling US$2 million or more
上述人员的外籍配偶及未满18周岁未婚子女可随同申请办理外国人永久居留。
The foreign spouses and unmarried children under the age of 18 of the above-mentioned persons may apply for permanent residence as foreigners with them.
申请手续：
Application procedure.
申请人需提交下列材料：
Applicants are required to submit the following documents.
（1）填写完整的《外国人在中国永久居留申请表》， 2寸近期证件照2张。
Completed "Application for Permanent Residence in China for Foreigners", 2 recent 2-inch documentary photographs
（2）有效护照及有效签证（或居留证件）原件及2份复印件。
Original valid passport and valid visa (or residence permit) and 2 photocopies
（3）税务机关出具的申请之日前连续3年缴纳个人所得税的完税证明原件及1份复印件
Original and one copy of the certificate of tax payment for three consecutive years prior to the date of application issued by the tax authorities
在国家颁布的《外商投资产业指导项目》鼓励类产业投资的需提供国家鼓励发展的外商投资项目确认书或《外商投资企业变更备案回执》等该企业为国家鼓励发展的外商投资企业的证明。
For investments in industries encouraged by the State-enacted Foreign Investment Industry Guidance Project, a certificate of confirmation of foreign investment projects encouraged by the State or a certificate of change of record for foreign-invested enterprises, etc. is required to prove that the enterprise is a foreign-invested enterprise encouraged by the State.
作为控股股东的公司企业投资的，另需提交相关投资及控股证明，国外出具的，须经中国驻外使馆/领事馆认证。
If you are the controlling shareholder of a company enterprise investment, you must also submit the relevant investment and holding certificate, and if issued from abroad, it must be certified by the Chinese Embassy/Consulate abroad.
国内出入境检验检疫部门出具的健康证明（或经中国驻外使领馆认证的外国医疗机构签发的健康证明）原件及1份复印件。
Original health certificate issued by the domestic entry-exit inspection and quarantine department (or health certificate issued by a foreign medical institution certified by a Chinese embassy or consulate abroad) and one photocopy.
健康证明自出具之日起6个月内有效。
The health certificate is valid for 6 months from the date of issue.
（7）经中国驻外使馆/领事馆认证的国外无犯罪记录证明原件及1份复印件。
Original certificate of no criminal record abroad certified by the Chinese embassy/consulate abroad and 1 copy.
该证明应当由国家级主管部门出具，证明内容应明确对申请人犯罪记录的核实结果；
The certificate should be issued by a competent national authority and should specify the results of the verification of the applicant's criminal record.
证明上的姓名须与所持有效护照上的姓名一致；
The name on the certificate must be the same as the name on the valid passport held.
申请人如变更过姓名的，须在该证明上注明曾用名；
If the applicant has changed his or her name, the former name must be indicated on that certificate.
申请人如满18周岁后在护照所属国以外的国家或地区连续居留1年以上的，还需提供在该国家或地区无犯罪记录证明。
Applicants who have resided continuously in a country or territory other than their passport country for at least one year since turning 18 years of age must also provide proof of a clean criminal record in that country or territory.
无犯罪记录证明自出具之日起6个月内有效（证明上注明的时效小于6个月的，按注明的时效计算）。
The certificate of no criminal record is valid for 6 months from the date of issue (if the period of limitation stated on the certificate is less than 6 months, it will be calculated according to the period of limitation stated).
注意事项
Cautions
（1）年满18周岁的申请人需本人前来办理。
Applicants over the age of 18 need to come in person to apply.
（2）证件照应为正面免冠白色背景彩照，尺寸48mm×33mm。
The photo should be a colour photo with a white background, 48mm x 33mm.
（3）申请人变更过国籍的,需提交加入外国国籍证明。
Applicants who have changed their nationality are required to submit proof of foreign nationality.
申请人曾具有中国国籍的，原内地居民还需提供原中国因私护照、国外定居证明（持因公护照加入外国籍的，需先办理退出中国国籍手续）；
If the applicant used to have Chinese nationality, the former mainland resident must also provide the former Chinese private passport and proof of settlement abroad (if the applicant joined a foreign nationality on an official passport, he/she must first go through the procedure of withdrawing from Chinese nationality).
原台湾居民还需提供台湾注销户籍证明；
Former Taiwan residents must also provide proof of deregistration from Taiwan.
原港澳居民还需提供不再具有港澳居民身份证明。
Former Hong Kong and Macau residents must also provide proof that they no longer have a Hong Kong and Macau resident identity card.
必要时，国外出具的证明须提供中国驻外使馆/领事馆认证。
Where necessary, certificates issued from abroad must be certified by Chinese embassies/consulates abroad.
（4）申请人姓名发生变更的，需提供更名证明或两个名字为同一人的证明原件及2份复印件，国外出具的，须经中国驻外使（领）馆认证。
If the applicant's name has changed, the original certificate of name change or the certificate that the two names are the same person and 2 copies of the certificate must be certified by the Chinese Embassy (Consulate) in the foreign country.
（5）国外出具的无犯罪记录证明、婚姻证明、出生证明、亲属关系证明、收养证明、更名证明等相关材料，可由有关国家主管部门出具并经中国驻该国使（领）馆认证，也可以提交所属国驻华使（领）馆出具的证明（不可为本人声明）。
Certificates of no criminal record, marriage certificates, birth certificates, kinship certificates, adoption certificates, certificates of name change and other relevant documents issued from abroad may be issued by the competent authorities of the country concerned and certified by the Chinese Embassy (Consulate) in that country, or a certificate issued by the Embassy (Consulate) of the country to which you belong may be submitted (not a declaration by yourself).
（6）外文证明材料需经国内有资质的翻译公司译成中文并加盖公司印章，另需提供该翻译公司营业执照复印件。
Documents in foreign languages must be translated into Chinese by a qualified translation company in China and stamped with the company seal, and a copy of the business licence of the translation company must be provided.
（7）申请人如需在《外国人永久居留身份证》上打印中文姓名，应在申请表上“其他需说明事项”栏目中写明“制证时需打印中文姓名”。
If the applicant wishes to print his or her name in Chinese on the Permanent Resident Identity Card, he or she should write "Chinese name to be printed when the card is produced" in the "Other Matters to be Specified" section of the application form.
（8）公安机关出入境管理机构认为必要时需要面谈申请人，或要求提交其它补充材料，除不可抗力原因外，未在约定时间内接受面谈或提交材料的，予以撤销申请。
If the immigration authorities of the public security organs consider it necessary to interview the applicant or require the submission of other supplementary documents, the application will be withdrawn if the applicant fails to be interviewed or submit the documents within the agreed time, except for reasons of force majeure.、
