持外交、公务、礼遇、C字签证入境不受影响。外国人如来华从事必要的经贸、科技等活动，以及出于紧急人道主义需要，可向中国驻外使领馆申办签证。外国人持公告后签发的签证入境不受影响。这是中方为应对当前疫情，参考多国做法，不得已采取的临时性措施。
Entry with diplomatic, official, courtesy and C visa will not be affected. Foreigners who come to China to engage in necessary economic, trade, scientific and technological activities and for urgent humanitarian needs may apply for visas from Chinese embassies and consulates abroad. The entry of foreigners with visas issued after the announcement will not be affected. This is a temporary measure that China has to take in response to the current epidemic with reference to the practices of many countries.
所以目前若滞留国外的外籍人士想要入境，必须满足如下条件才可入境：

1. 持有有效的居留许可（工作类，团聚类，私人事务类）
2.持外交、公务、礼遇、C字签证
3.持有《外国人来华邀请函》，简称PU/ TE Letter

3. Hold the invitation letter for foreigners to China, referred to as PU / TE letter
而目前，大部分人选择的是第三种。Pu邀请函（简称：商务签证邀请函），用于来华进行商业贸易用途申请。

所需材料
1、邀请单位营业执照副本、行业许可证书等
2、邀请人员护照信息页（有效期必须大于6个月）
3、政府机关认为有必要的其他文件（具体以当地区外事办为准）
Materials required
1. Copy of business license and industry license of the inviting unit
2. Passport information page of invitees (valid for more than 6 months)
3. Other documents deemed necessary by the government authorities (specific to the local foreign affairs office)
一般流程：
1、按照要求完成材料填写后，以邮件附件的形式发送给区外事办相关负责人士
2、区外事办会打电话核实公司和外国人的情况
3、区外事办初审确认无误后，会转交材料至市外事办
4、市外事办批准后转交材料至省防疫防控指挥中心审核备案
5、省防疫防控指挥中心确定是否给予邀请函
General process:
1. After completing the materials as required, send them to the relevant person in charge of the District Foreign Affairs Office in the form of email attachment
2. The District Foreign Affairs Office will call to verify the situation of the company and foreigners
3. The District Foreign Affairs Office will hand over the materials to the Municipal Foreign Affairs Office after the preliminary examination is confirmed to be correct
4. After approval, the Municipal Foreign Affairs Office shall transfer the materials to the provincial epidemic prevention and control command center for review and filing
5. The provincial epidemic prevention and control command center determines whether to give the invitation letter
